Ferritic Nitrocarburizing Residue

I am trying to clean a separator plate that has been Ferritic nitrocarburized. The part has a greyish color and sometimes a red rust appearance. I am using a vibratory bowl with ceramic media and a Sodium Hydroxide solution. The problem is the parts must wipe clean after vibe clean, rinse, and heated belt dry. I can still wipe a residue off the parts, which is unacceptable. Is there a chemical solution I can use that will clean deep into the steel? We would like a formulation for a product, since we mix all of our chemicals in house.

Thank you for your time and consideration.
