Problem with pretreatment on stainless steel

Can anyone tell me a way to plate electroless nickel on 400 series stainless steel and get good adhesion without electrolytic nickel strike? I have to stress, the parts can not be stuck with electrolytic nickel. Can anyone recommend me a pretreatment?
