How to stress anneal polyester resin
Can anyone tell me how stress relief annealing is done to polyester resin, or recommend a text or website that covers this subject?

I don't think you will ever be able to 'stress relieve' a polyester/vinylester/epoxy matrix.
Once cured, the molecules of thermosetting materials lock in all directions (as opposed to thermoplastics where you can heat treat, to some extent, some materials. I've never seen this done nor, for that matter needed to, but with acrylics a post heat treatment will reduce stresses).
