How do I remove rust from chrome plated handlebars on a fifty year old bicycle?

The problem isn't so much removing rust from the steel which is now exposed, but keeping the steel from rapidly rusting again. After using chrome polish or metal polish of some sort to remove most of the rust, you can wax the piece of lacquer it. But the right thing to do is to have it replated by a plating shop.
