Pre-treatment of iron sheet before painting

My company mfr. ceiling fan blades made of aluminium and cold rolled sheets of iron.To prepare the surface for painting we chemically treat it. Particularly in crc sheets we face lot of difficulties as the surface turns brown after treatment and the paint peels off after some time. We tried so many methods of treating it like washing it with thinner, degreasing it with an alkali and phosphating it but failed.

Could you please post me a method to do it exactly as my products are exported.

Don't try to treat the aluminum and steel the same way if it's not working. Chromate conversion coat the aluminum, and iron phosphate the steel.
