Powder coating won't stick to clear chromated zinc plating

I am looking for a electrically conductive plating to use over sheet steel that is also a good base for powder coat painting. We have had paint peeling problems when using zinc plate with clear chromate. Any suggestions will be appreciated.

Hi, Rich. I was involved in the refurbishment of Philadelphia's "William Penn" city hall tower. We tin-zinc plated, electrolytically chromated, and painted the steel; and we fully intend for it to last 100 years. So good adhesion of paint onto a chromate film is not an insurmountable problem, but it does require careful, very thin, chromating. Good luck.
