Rinsewater flow rates / turn-overs conversion

What is the calculation for figuring out rinse water turnover rate? A colleague of mine stated that emptying a tank and purging a tank with the same flow restructure were two very different things but he can't explain what makes them different. Head Pressure?

Info: I have is a 75 gallon counter flow tank with a 1.0 gpm flow restrictor.

I would suggest that you read Ted Mooney's article- "The Art and Science of Water Rinsing" in the Metal Finishing Guidebook. I think that will clear it up for you.
