Hi, Kris. It is not clear to me where the starting point is. If you know nothing about these processes your only chance of success in a reasonable time frame would be to retain a consultant to work with you to start defining your needs. If you would like a general intro to the topics of hard chrome plating, "Chromium Plating" by Weiner and Walmsley and "Hard Chromium Plating" by Guffie would be good; and "Aluminum How-To" by Probert and "Surface Finishing and Treatment of Aluminum and its Alloys", by Wernick, Pinner & Sheasby would be good for anodizing.

You probably need to talk to someone in UAE government about the regulations. Good luck.
