Fluoride content in sealing bath

I am facing problem in maintaining free fluoride content in the cold seal tank. After adding in cold seal additive (fluoride) into cold sealing bath, the fluoride content unable to be maintained. I suspect the bath heavy contaminated with heavy metal such as Al+, SO3-, NH4+,H+ and these heavy metals will form complex with fluoride to form other complex resulting a lot of fluoride consume.

Does any ones know what are reasons behind?
