Old problem with new area - Dendrites (SnPb)

I'm having problem in explaining the reasoning behind this phenomenon. See whether you guys can help me out on this. Whenever my plating machine stops, the strips at the portion between activation and DI rinse before plating cell, tend to give dendritic finish. Not the whole strips affected, just a few units on the strips. It has a pattern of flowing. On this flowing surface, the dendrite grows.

It is SnPb plating and MSA as activation. The pre-cleaning is done by immersion. Any inputs ?
