-----Solderability Problem on Nickel Plated Headers

I am doing a barrel tin plating and the materials to be plated is electroless nickel plated headers for ICs and transistors of metal cans (semiconductors). Currently; for the past 6 months until today I am facing this solderability problem.
The headers are electroless nickel plated and the caps are electrolytic nickel plated.
To eliminate the problem; the headers are treated with pure hydrogen at 400 deg celc; to reduce the oxidation.
How can you help me to resolve this problem? Kindly help.
