Essentially, they are the same thing.
When you talk about a plating, there are actually two parts to it. There is the base plating and the conversion coating that goes on top to help the plating perform better. Zinc yellow plating can be described as electroplated zinc with yellow chromate on top of it. This chromate is also referred to as dichromate. So, zinc yellow is the name of the whole plating system while yellow chromate is a part of that system.
