Continuous coil degreasing -- White/brown spots/patches on startup

Q. After degreasing section we are observing white/brown patches continuously on CR strip up to 5-10 coils; after that it doesn't appear.

We have continuous annealing process after the degreasing process. This trend is generally seen whenever we start the line after breakdown/shutdown. Anyone please explain what might be the problem and solution based on your experience? It would be beneficial for us. ⇦ Answer?
