A. Hi Joshua

Zinc phosphatization or zinc plating plus zinc phosphating is probably a better base for plastisol than zinc plating plus chromating, but I can see that this may not be practical for the case at hand.
A primer is required before plastisol in any case.

I think zinc plating plus chromating, with a 24 hour cure time, followed by priming followed by plastisol and baking should work okay. There are “air dry” plastisols but they probably are not quite as good as oven-cured versions.
