Black Oxide poor coverage on welded part

Q. I have a welded, steel clevis mount which came back from black oxide process with blackening issues. The weld beads are not blackened and there is a small zone near one of the welds which did not blacken. Would a non-blackened weld bead indicate improper pre-cleaning of the part or some other reason? Wondering if there may be a step to take for preventing this from happening and which could be addressed to re-finish the part.

Material is 4130 Alloy steel
Black Oxide per AMS2485
