Electroplating of copper onto sputtered gold

A am currently in the process of learning about plating. I have been researching how to plate Copper onto PVD/Sputtered gold.
My company has been attempting to electroplate copper onto gold with mixed results, it seems to me that we are missing something. Do we have to activate the gold before plating?
