Galvalume Coils Have Non-adherent Bleeding Chromate Stains

Q. Hi

I have Galvalume coils with an AZ-55 SS 80 CLASS 1, ASTM A924, ASTM A792 (LATEST) ACRYLIC RESIN, NO OIL, REG SPANGLE.

When we de-can the coils, we note fresh water & chromate (yellow) bleeding stains, some of which can be wiped off.

Can you tell me the cause of this condition, i.e., is it a mill defect
