Can't strip 1923 Hubcaps with magnetic metallic coating

Q. Hi all, I have some Hillman 1923 hubcaps to chrome plate. They have been previously painted and I have stripped this off with soda blasting. This has exposed islands of chrome like coating on top of steel. However we cannot strip this using normal methods of stripping chrome and nickel.

The coating does not react with HCl nor Nitric Acid nor Ludigol. The coating is magnetic when removed. It also does not react when heat from a propane brazing torch is played across it.

I am a bit stumped. Can anyone assist?

Kind regards
sTeve

A. Hi. Are you certain the hubcaps aren't just a series 400 stainless steel?

Hi Ted,

The base metal collects surface rust very quickly and the coating is discreet and quite thick. It appears thicker on edges which is also interesting.
