Polyvinyl alcohol PVA film adhesion with epichlorhydrine ECO rubber

Q. Hello, I'm an engineer student looking for easy agents/surface treatments to improve adhesion between PVA film and ECO rubber? Have you any idea please? the film should be applied to the ECO rubber after vulcanisation and not during. Thanks in advance
