FPC Connector Pin Is Not Getting Soldered

Q. We have encountered a scenario where, during the laser soldering process, the solder ball hit on the pin cannot solder it or has very weak bond strength. When we performed SEM on the pin surface we found that the solder ball actually didn't form the intermetallic bonding with the pin surface.

Anyway, we don't know how to start on the investigation to the supplier and urgently need some advice.
