Soft anodize vs. bad seal

Q. We are having an issue with clear anodized bars that are passing the ink seal test but feel sticky and when hot water hits them they get an almost white appearance. We have been told this is soft anodize but our current supplier does not know what this is or how to test for it? How do we identify this condition and is there any literature we could get on this or a test facility we could send the bars too?
