Removing aluminum deposit inside boiler tubes

Q. We, at a 200 MW power plant, are using Heller-type cooling towers and the boiler tube's inside surfaces are deposited with Al deposit complexes. What is the chemical cleaning procedure for this type of deposit? Usual HCl acid cleaning procedure does not remove the deposits. Boiler working pressure is 100 atm.
