A. Hi Ahmed.

It is very difficult to reliably paint rubber, and I doubt that any significant amount of paint would adhere to an automobile tire in service. But your question is too vague. What kind of tire do you want to paint, and why, and will it be hung on a wall as a decoration or be used, and what's the big deal about dismounting it from its rim? Thanks.
