In my experience zinc phosphate has not been scrubbed; but it's a newer world every day, and I think the public is looking for ever fewer signs of manufacturing in progress, so it would not surprise me if it were required in an area.
Air requirements (it strikes me) are more geographically dependent than water requirements, so I think James is right on. I have seen cases where scrubbers were required under a "nuisance" provision even when there did not seem to be any specific air quality regulations that demanded them. I also know of an installation where a second scrubber was added in series when a new condo went up across the street for fear that you simply can't impact people's perceived air quality anymore.
