My First Project

This is my first project, an old 38 special that works great but looking very well used. This sounds like just what the Doctor ordered to restore! But first I just wanted to know if I needed to sand or remove what's left of the original Rusty Pitted finish on the gun parts to bare steel before the rusting process? or just start with the way it is? Any advice would be great!
