Two Part Silver is Discolored

I use a two-part silver process. I expect it to be bright. Sometimes, however, the resulting film that results is very non-reflective and steel-gray in color, not bright. What can cause this?

Carbon treatment should be performed regularly (monthly or even twice a month), and on top of that, brightener additions should be made based on Hull Cell ⇦ huh? test or by analysis. The previous is usually what is done to keep a silver bath with a bright finish.
