Tin-lead plating blisters over Silphos braze material

I am attempting to plate tin-lead on a diode that has copper leads brazed onto a silver slug. All attempts to activate the silphos material have resulted in blistering on the silphos material after exposure to temperatures of 150 C. Any suggestions?
