White spots and black crusts in Electropolishing

Sometimes doing electropolish on SS 304 powder metallurgy part, I see some white spots; they are whiter than the area surrounding them, my question is where they come from.

Also I see some black crust on the part surface difficult to remove, which is the best method to remove it?
