To Anodize or not to anodize?

I am procuring racking for a ground mount solar PV array. Some suppliers offer anodized racking, Others offer anodizing for an additional fee and still others say that anodizing is not necessary unless your project is on the ocean. My project is in Plymouth, MA and is 5 miles from the Atlantic. On another project, I am procuring aluminum bleachers. So far I have only spoken to one supplier and he said that all their bleachers are mill finish and not anodized. Will not the spectators clothes be more prone to blacking from the non anodized seat? What is the best choice of bench surface for a bleacher system? again this project is 5 miles from the Atlantic.
