Cadmium Plating of "Passive" Alloy Steel





One of the aerospace primes experienced a fastener fracture. They are reviewing cadmium plating at their subcontractors. An east coast plater cadmium plates 8740 alloy steel per AMS2401 [affil link] H. Paragraph 3.2.1 states to cadmium plate directly on the basis metal without flash except for corrosion resistant steels or similar passive alloys where the nickel flash is permitted. They need to justify their nickel flash. Is there a specification, list or definition that defines 8740 alloy steel (and others) as "passive"?
