Steel braces for a Salt Water Pier?

I had a couple of failures on a 100 foot treated lumber pier during Irene. A 5/8" galvanized bolt broke and allowed everything else that wasn't bolted to the piles to be washed away. When I rebuild. I want to use steel brackets to attach and secure the 2 X 8 joists under the decking. Should I use galvanized, aluminum, or stainless? The brackets will be submerged during periods of high water and wet often.

If fresh water, I'd use hot dip (not electroplated) galvanized. Salt water, I'd use type 316 Stainless.

Galvanized bolts will be cheap, T316 not.

Ted Mooney is retiring but I have several offers to take it over.
We're working hard to make sure we find it the best new home.
