Sorry, but I don't see how to specify what coating you need if you give us no parameters like exposure conditions, temperature requirement, hardness, gloss, etc. Why do you need ceramic coating -- what are you trying to achieve? Thanks!

This bolt & nut is used to connect between a stainless steel flange to carbon steel flange. I need this material but I don't know what's the name of this material.

Go for a teflon coating on the bolt and nut man?
Why you worry so much? if no Teflon available put any paint and make it fully tight.
No corrosion happen man.
