White rust on aluminium die-cast part from pretreatment results in paint pin holes

Hello,
I am working on a powder coating line for die-cast aluminium parts, and using alkaline degreaser, water rinse, Iron phosphate and non-chrome passivation, but after pretreatment and drying I am facing issue of white powder formation on the casting which is later resulting in paint pinholes, please someone help me to resolve this issue.
