Looking for 3rd party lab testing of oil on flat sheet steel using Ellypsometer

Anyone know of a contract testing lab or some side facility with time for contract work?

I work for a can manufacturer and I'm looking for a lab testing facility to confirm oil levels on incoming flat sheet steel. I understand ellypsometry is the ASTM standard for this.
