What's the ruling if the Adhesion Test Sample snaps?



We are in the process of qualifying a vendor for electroless nickel plating to an internal specification similar to MIL-C-26074. If the adhesion test sample snaps before being bent 180 degrees, is it classed as a failure or does the inspection of loose particles at the fracture decide the success/failure?

The sample is AL6061-T6, .050 thick with .0009-.0015 nickel plating.
