What solution can be used to coat sodium metabisulfite on paper for making SO2 generator.

Ask the Chinese wallboard manufacturers; they seem to have perfected the process 🙂

Seriously, I don't know what an SO2 generator is or what you envision, but sodium metabisulfite is water soluble, so it doesn't sound difficult.
