Reworking rust dots on zinc plated product

We have a forged product on which we do zinc plating with blue passivation which got small rusty dots because of sea weather in transport. Is there any method of rework?

Strip and replate. Prevent this from happening by proper packaging of DRY parts and use PMI paper in the container.
