Tin plating gray deposits

I am plating Fe Terminals but after nickel, coopper I apply Tin but 3KG is taking me 44 mins at 7.5V

Sometimes I get a bright finish but sometimes there is not brightness the pieces looks like with dust on surface.

Do you know why?
