Removing aluminum arc spray coating from aluminum substrate

How can I remove an aluminum coating by arc spray on aluminum substrate? We've tried chemical etching using Nitric acid but no reaction at all. Tried mix acid but since there is some area is coated & some area is not, the acid etches away the base material as well. Tried sand blasting but not really efficient. The bond strength between the coating & substrate is really strong. Tried grinding also but because of design limitation, it's quite hard to proceed.

Can anybody please help suggest any way, chemical stripping without etching away the base material, or any way to crack the aluminum coating for easier removal using sand blasting. Any suggestion is highly appreciated. Thanks.
