Need passivation of titanium per ASTM F-86

RFQ: Hi, I have a need for titanium to be passivated per ASTM F86. I have a legal copy of the spec (which I will not share), yet can't find anyone to perform the service. All of my regular passivaters have "no-quoted". I need an ISO, AS or NADCAP approved facility. Any suggestions?
