Peel Off Problem from Bright Cobalt Plating

A Bright Cobalt is plated on copper using a cobalt chloride bath. However, the plating is peel off after salty test or ammonia [on eBay or Amazon] test. Is it because of the high internal stress? If yes, any additive can be used to reduce the internal stress.
