Seeking producer/processor for ceramic layer on circuit board

RFQ: to whom it may concern,

Hi, My name is Sunn, I have a urgent need for a producer or a processor on a specific ceramic coating/plating procedure.

We want a ceramic layer on our copper board about 17 x 3 x 0.3 cm. The requirements of the layer are:
1,primary criterion.very low conductivity --approximately tens of thousands.
2,thin--less than 0.5 mm.
3,smooth surface with no big holes.

If any company could do the job, feel free to contact me. I'm looking for a long term cooperation.
