Sandblasted steel rusts immediately after going through iron phosphate pretreatment, Why?

When steel parts are newly fabricated, they do not rust after going through an iron phosphate pretreatment and the iron phosphate ions do create an amorphous coating to prevent rust . If parts are sandblasted to remove rust or old paint, they rust immediately after coming out of the pretreatment and the above chemical reaction does not take place.

all the parts are pretreated with iron phosphate, rinsed with clean water and dried. It takes less than 10 minutes from entering the pretreatment to exiting the drying oven.
