Trivalent Zn Black Peels off

I have been using finishing.com from 1999 to successfully resolve work place issues. and I thank all the resourceful professionals who helped me out.
Coming to the problem in hand,
I am using a subcontractor to do trivalent zn black passivation on M3 Screws and I have come across peeling off problem. this happens if I rub the parts by hand or use a tool to tighten the part.
1. I want to Isolate if the peeling off is limited to Passivation or includes plating
2. How to resolve the issue
