Please tell me if a brush copper strike will fill in pitting on steel before I nickel plate, thanks

Hi, Mark. Although the answer is "yes", I hesitate to offer it because it is such a huge simplification of a process that requires skill and knowledge. But it is possible to plate copper and then mush bush it to fill pits if they are small enough. Larger pits may require meticulous soldering with special solders. Good luck.
