-----Infiniti "silver" wheels are peeling. Repainted by used car dealer?

I bought a 2005 Infiniti Q45 with only 24k miles. Car is near perfect. All four wheels are now peeling. They are the silver wheels, not chrome. I am not sure what the finish is called.
I talked to the dealer and he immediately said these wheels were painted by the used car dealer where I purchased the car. I have purchased only used cars with low mileage in the last 15 years and I have never heard of this problem before. He said it was a common practice and if not done right the wheels will peel.
My question is, how do you know if they have been painted? Why paint almost new wheels? What could cause this peeling, other then painting? I would think this could be a heat issue, the brakes (or something in the wheel area) could be causing way too much heat and causing this to happen. Am I way off base?
If anybody can help with this I would appreciate it.
