Pin Rust and Spot Rust on CRCA Product

Q. These CRCA Coils are getting rusted after ECL Line (Electrolytic Cleaning Line). Not able to observe on this line but after batch annealing pin type rust is observed at Skin Pass Mill.
My concern is that even after Cleaning why this pin type of rust is created on steel sheet?

Q. We find that after de greasing of CRCA sheet, surface is full of pin rust. Is this a process mistake by CRCA manufacturer? If YES, what and in which process?
