Adhesion to nirosta black oxide

Hello

For use in the optoelectronics area we need to use stainless steel with a matte finished black surface, no thicker than 2 microns.

To this surface we also have to bind mirrors with epoxy or urethane acrylate.

I thought of using stainless steel with "black oxide" but haven't found any references to the bonding quality to black oxide. I know that usually manufacturers put oil on black oxide and this of coarse must be avoided.

Is the adhesion to black oxide considered good ? Any references?
Any other suggestions

I am not sure regarding thickness, but phosphating is good for bonding and it is not bright .
P.S. I believe stainless steel can not be blacken with black oxide or phosphate .
