Machining range for 3.2 Ra

Dear sir,

I have a drawing showing the machining as 3.2Ra . When I checked with instrument I am getting all less than 2.0Ra. Drawing doesn't specify a range . Kindly let me know what is the range acceptable and in which standard this is mentioned

I have never heard of anyone complaining about getting a better, smoother surface finish than they specified. I would take the spec as a minimum acceptable.
