Kettle height above floor level

I have been working with kettles whose height is just above floor level,only the flange will be on top of the floor, I have seen some plants whose kettle height is above floor level which will be around 700 to 800 mm.

my question is what are the advantages and disadvantages of both types or is it a rule from municipality of the region.

In the USA there is an OSHA ruling that all open-top tanks require standard guard rails 42" high, although this has been interpreted to mean that the tank rim can be 42" off the walking surface instead. In Europe I believe the number is one meter. These rules are directed at keeping anyone from falling into a tank. Sorry, I don't know if Sharjah or the UAE has similar requirements.
